Infrastructure, Landscape and Urbanism
Taipei is experiencing an unbridled period of urban redevelopment. Across the urban blocks in the inner area, neighborhoods have being subjected to radical reinvention. The city's post-war infrastructure projects are often one of the typical examples to this trend. Cut off from the urban grid and market forces, they have remained virtually static over the past decades. The social and typological experiments that were initiated by their construction have not been enduring, their landscapes are at best underutilized and at worst neglected. And yet, for an urban environment as rich in its variety as Taipei City, the public spaces in the inner city remain extremely provocative. The public open spaces are neither entirely public nor private, they function for residents simultaneously as forecourt and backyard, and are used by Municipal Government Authority for public services, recreation and maintenance operations. This project tries to apply landscape urbanism to the regeneration and reconstruction of urban infrastructure, so as to help rearticulating and shaping the relationship between urban form and infrastructure. The Xin-Sheng elevated expressway is a classic example in Taiwan’s metropolis. It is an important transportation infrastructure that connects the everyday movement of people and goods throughout a metropolitan network. For its aged structures, the refurbishment or dismantling of Xin-Sheng elevated expressway becomes a critical debate at the municipality. Some propose to demolish the whole old constructions to recover the buried historic Liu-Gong irrigation waterway; the other suggestion insists that it should be repaired to keep the city working. Landscape urbanism emerging as an interdisciplinary discourse, recognizes that the integration of transportation infrastructure and human/natural system is central to the service of the urban surface. This project tries to develop the landscapes design practice and operative methods, which are more flexible and capable of describing and reflecting on the revitalization and regeneration of Xin-Sheng elevated expressway and the surrounding blocks in the inner city of Taipei.

課程預期成果:
第一部份:一篇五百字左右的論述、敘明此設計方案處理的重要議題與個人的論點,以及行動專案的計畫書(Program)的製作。(2009/3/03-3/31)
第二部份:將個人論點濃縮成一個句子和影像紀錄,就如電影之片名與敘事紀錄。(2009/3/31-4/28)
第三部份:實質設計方案。表現的方式不拘、但須能完善達到設計溝通表現的目的。(2009/4/28-6/02)
建議步驟:
建議設計者先在基地及其附近地區做詳盡深入的調查觀察。
運用分析及直觀的方式記錄下你所感受、關心、有強烈意見的內容,提擬計畫書需求,作為地景設計發展的可能依據。
建議設計者第一部份的論述與第三部份的設計同時進行,切勿先完成論述再做設計,建議兩者交錯而不斷修改。第二部份則可獨立進行、沒有順序的建議。
